Whitehall, November 25, 1809. The King has been graciously pleased to give and grant unto William Fowler, of the City of Chichester, and of Tortington, in the County of Sussex, Esquire, youngest Son of Thomas Fowler, of Walberton, in the County of Sussex, Esquire, by Mary his Wife, the only Sister of William Leeves, late of Tortington aforesaid, Esquire deceased, His Royal Licence and Authority, that he and his Issue may, in compliance with the last Will and Testament of his Cousin German William Mill Leeves, late of Tortington aforesaid, Esquire, deceased, take and use the Surname, and bear the Arms of Leeves only; such Armorial Ensigns being first duly exemplified according to the Laws of Arms, and recorded in the Herald's Office, otherwise His Majesty's, said Licence and Permission to be void and of none Effect: And also to order, that this His Majesty's Concession and Declaration be registered in His College of Arms.
